Press the crust mixture evenly into the bottom of the greased baking dish, creating a solid base.
Pour the sweetened condensed milk over the crust, spreading it out evenly with a spatula.
Sprinkle the chopped pecans and toffee baking chips evenly over the top of the sweetened condensed milk.
Place the baking dish in the preheated oven and bake for 25-30 minutes or until the filling is golden and bubbly.
Remove the dish from the oven and let the bars cool completely in the pan before cutting into small squares for serving.
